ARC Raiders Research Station access comes from unlocking the Outpost through its project. Access is one step; the station's material and room requirements are another.

If the upgrade is still locked
Check the room count and station level before hunting more components. Then inspect which exact material is missing. A Frigate Diagnostic Node is not the required Frigate Inductor.
Hizzle suggests preparing one upgrade row at a time and marking its materials on your keep list. The level-4 Inductor has a separate item-use cross-check; that does not independently verify every other row or prove the catalogues have separate data provenance.
